Public Comment Hearing:

The Public Comment Hearing is a time for the public to speak before the board regarding the upcoming year's preliminary budget. This year's public hearing date is October 27, 2026 from 3-4:30 pm.

Official RAD Quarterly Board Meetings and the public hearing are held in the Gold Room (the County Council room) on the 4th floor of the Allegheny County Courthouse at 436 Grant St, Pittsburgh PA 15219. The 4th floor does not connect throughout the building. Below are directions to reach the Gold Room, please allow extra time for the security process:

  1. To enter: The most direct entrance is from Grant Street (please check the orange arrow in the diagram below). Accessible entrances are through the courtyard, which can be entered from Fifth Avenue or Forbes Avenue (please check blue arrows in the diagram below).
  2. Once you have entered the building, you must go through security, either of the two security lines will work, though one may be closed.
  3. After you have gone through security, enter the elevator and go to the 4th floor. You are now in the section of the 4th floor containing the Gold Room.
  4. Depending on which security lane you went through (and subsequently, which elevator you used), the Gold Room is either directly in front of you, or towards your left on the other side of the main atrium.

Advance registration is required to speak in person. When registering to speak, please include:

  • Name
  • Email Address
  • Phone Number
  • The organization or issue about which you plan to speak
  • Any accessibility accommodations, i.e. ASL interpreter or seating

Public Comment Procedure

  1. Time will be set aside at each business meeting and/or designated hearing of the Board of Directors to obtain public comment from residents of Allegheny County on matters of official action or concern which are or may be before the Board of Directors. Items to be considered for action at the meeting will be heard before they are taken under consideration.

  2. Persons who wish to make comment must register in advance. For afternoon public meetings, commenters should register by 10:30 am the day of the scheduled business meeting at which they plan to speak. For morning public meetings, commenters should register by 5 pm the day before the scheduled business meeting at which they plan to speak. Note: The registration deadline for public hearing participation may vary. Please see the specific hearing notice for this information.

  3. Each person will be allotted three minutes to make comment. The time period limitation will not include time to respond to questions raised by Board members. At all times, speakers will be offered the opportunity to submit comments in writing for the public record and the Executive Director will see that each Board member receives a copy.

  4. All notices of regular or special meetings shall contain language concerning the availability of the public comment period and procedures.
